The 6 Dimensions Of Governance
The World Governance Indicators (WGI) are individual and aggregate indicators that capture the six dimensions of governance. Using these six dimensions,one can thus be able to determine the efficiency of a given government. In this post i am going to explore each one of the six dimensions so you as the reader can see how many of these six dimensions of good governance a government you are going to vote for in October can tick off.
Control Of Corruption
This dimension looks at the efficiency by which a government controls mismanagement and misappropriation of public funds by those in public offices.What the reader should ask themselves here is whether the government they are going to vote into power is going to do well in preventing the looting of public funds for private gain.
Government Effectiveness
This dimension captures the quality of public services, the quality of the civil service and the degree of its independence from political pressures, the quality of policy formulation and implementation, and the credibility of the government's commitment to such policies. What the reader should ask themselves here is how effective is the service delivery to the population of the government they are going to vote into power,be it health,education or welfare services etc.
Voice And Accountability
This dimension looks at the extent to which a country's citizens are able to participate in selecting their government, as well as freedom of expression, freedom of association, and a free media. What the reader should ask themselves is whether the government they are voting into power is going to allow freedom of expression by all and whether there exists a system which ensures accountability for any activity taken by the government. A good government should never have situations where something is "unaccounted for" especially public funds.
Rule Of Law
Rule of law is defined by the Oxford English Dictionary as the authority and influence of law in society, especially when viewed as a constraint on individual and institutional behavior; (hence) the principle whereby all members of a society (including those in government) are considered equally subject to publicly disclosed legal codes and processes. This dimension hence looks at capturing perceptions of the extent to which a government indiscriminately enforces abidance to the rules of society including civil and criminal laws regardless of social or economic status . What the reader should ask themselves here is,is there equality with regard to rule of law Botswana?are all breakers of the law treated the same without prejudice?Is the government the reader is voting for going to effectively enforce the rule of law?Please read my Justice? post if you have not.
Regulatory Quality
This dimension captures the ability of a government to formulate and implement sound policies and regulations that permit and foster the growth of the private sector. Regulations should create an enabling environment for private investors by making ease of doing business a norm not the exception. What the reader should ask themselves here is,how efficient are the regulatory bodies in Botswana and how easy are they making it for the private sector to do business and hence be efficient. Political Stability And Absence Of Violence
An unpredictable political landscape in a country has a hand in making private investors decide not to invest in a country. This dimension looks at the likelihood of a government to be overthrown by unconstitutional and violent means. What the reader should ask themselves here is whether the political party and hence government they are voting for shows any signs of susceptibility to being overthrown by the aforementioned means.
October 2019 offers Batswana a once in 5 years opportunity for them to have the fate of their country in their hands literally in the form of ballot papers. This is an opportunity for citizens to elect a government that they think will be suited to move the country ahead. Before casting a vote,the voter must know exactly what they should expect from the government they are voting for and their vote should be based on the ability of the government they are voting for to tick off as many of those dimensions as possible. Voting is more than just marking a ballot paper and casting it,it is deciding the life that the current generation is going to have moving forward and the future of the next.
